Everyone thought that mutants had died out and/or mutants are underground/illegal/considered a grave threat to the Capitol. Katniss is, as in canon, a participant in the 74th Hunger Games. Only she's also a mutant. 2: War - Humans might want to cure mutants, but not everyone wants to be cured. Enter the Brotherhood, which is using the highly visible and highly sympathetic Katniss as a figurehead to promote their cause. She triumphed against all odds (on a mission for the government? In a contest of some kind?) and saved her family and friends (also mutants), and now she's the Mockingjay, the most visible symbol of the transformation of mutants into something more than what they were. 3: Pre-War - Student at Xavier Academy, somewhat reluctant Mutant Brotherhood recruit, or extremely poverty-stricken girl scratching a living for her family out of the forest.
Power Possibilities 1: Healing. The worst power ever and she has no idea what to do with it, but she got healing hands, just like her mother and her sister. 2: Enhanced senses. She is a hunter, and one who can see at long distances, hear the whisper of a falling snowflake, and smell danger. 3: Inspiration. She's inhumanly inspiring. You look at her and want to like her, for some reason that she really doesn't understand. Because of this, she can deeply move a crowd while still remaining a kind of sullen, unlikeable person.
